FUNCTIONS OF THE PROJECT COORDINATION OFFICE
- Provide leadership and requisite supervision to ensure the successful implementation of the UNEP report recommendations as specified in the Gazette.
- Accountable for overall delivery and implementation of the UNEP Report including annual plans, delivery by contractors/consultants and within agreed budget, project activities.
- Develops project plan and budget provisions for the implementation of the UNEP Report recommendations.
- Supervise contractors/consultants to ensure timely and qualitative project delivery.
- Provides periodic risk and project update to the Governing Council and the Board of Trustees.
- Maintains repository of all project documents. Ensures compliance with existing applicable laws and Governance/control framework.
- Manages and execute all aspects of contracting relations under the highest standards of integrity and ethical behaviour and compliance with all laws and regulations
- Ensure proper contract documentation.
- Applies transparent and impartial procedures in the selection of contractors and management of contract.
- Develops Strategic Communication Plans, executes approved Communications plans and manages communication with all stakeholders.
- Ensure that Procurement Tendering Process are in line with the Public Procurement Act, 2007 and consistent with international best practice.
- Manages and execute all aspects of contracting relations under the highest standard of integrity and ethical behaviour and compliance with all applicable laws and regulations.
PROJECT COORDINATOR
Prof. Nenibarini Zabbey is the Project Coordinator of the Hydrocarbon Pollution Remediation Project (HYPREP), Federal Ministry of Environment, Nigeria. He is a professor of biomonitoring and restoration ecology. Until his current job, Zabbey was a professor in the Department of Fisheries, University of Port Harcourt, and the United Nations Environment Programme (UNEP) Senior National Expert on Mangrove Ecosystems. His sundry studies provide helpful information on the Niger Delta ecology and insights for managing the ecosystems sustainably.
Prof. Zabbey is the recipient of the ASLO 2022 Ruth Patrick Award “for research and engagement with a critical impact on the recovery of the Niger Delta ecosystem from oil spills and environmental justice for affected communities.” He is a fellow of the Fisheries Society of Nigeria (Ffs), the Freshwater Biological Association of Nigeria (FFBAN), a fellow of the West Africa Society of Toxicology (FWASOT), and a fellow of the Occupational Safety and Health Association (FOSHA).
He is a member of several professional bodies, including the British Ecological Society, Society for Ecological Restoration (SER), International Water Association (IWA), International Association for Impact Assessment (IAIA), Nigerian Environmental Society (NES), and the Fisheries Society of Nigeria (FISON). Zabbey has coordinated over forty development projects in the Niger Delta and served as a consultant on many environmental management and post-impact assessment projects. He served on the management committee, the shoreline cleanup assessment technique team (SCAT), and technical working groups of the Bodo cleanup and restoration project facilitated by the Bodo Mediation Initiative (BMI), which he co-founded with the Dutch Embassy in Nigeria in 2013.
